A review of strike prevention and contingency planning of selected federal agencies, including the Postal Service, was conducted as requested by the Chairman of the Committee on Post Office and Civil Service. Enclosure I contains information on work disruptions at the agencies and highlights of other disruptions in the Federal Service. Enclosure II lists the agencies and discusses the plans which would help them to maintain services in the event of a strike. None of the selected agencies had a formal strike prevention plan. Agency officials cited several personnel practices which contributed to strike prevention. Labor relations in the Postal Service closely paralleled those of the private sector. Although strikes are prohibited for the Postal Service, binding arbitration is available for unresolved labor disputes.
